Create an update request for a single row, and send to an email listed in that row ?

I have a contact list with 500 rows, one for each employee, that requires constant updating as staffing changes.

Is it possible to create an update request for a single row, and have that request go out only to an email address listed in the row, permitting each user to view and update only their own information in one row of the SmartSheet?

Not quite, but there is Conditional Notifications on the roadmap

As a work-around, you can setup a Reminder for the sheet to go to Assigned To (shared only) but this is based on date.

Smartsheet supports update requests which will do what you are looking for but each one would need to be sent manually. Sending update request automatically is not built in, but Azuqua can do this! Azuqua is a third party integration tool and can send update requests to email addresses listed in a row based on a trigger (such as a date or checked box).
