I am lookiing for a program to work with smartsheet to send texts or emails automatically for webform links.
I not it's what you're shooting for, but if you don't find a solution encourage your users to bookmark the link.
There are tools out there that allow you to send SMS messages (you could Google this).
As for emails, a lot of email clients support recurring emails or they have add-ons that can send emails on a recurring basis.
You could also set an update request to send daily with a link to your form
