Creating a Link in Dashboard from local drive

I have previously been able to create a link to a local drive document on a dashboard but now don't seem to have the choice. Can someone point me in the right direction please?

I have the options of Google Drive; OneDrive; Box; Dropbox; Evernote; Egnyte

Unfortunately, as far as I know, it's not possible to link to a local file on a Dashboard. When were you able to do that? How long ago and how?
