If I have a form already created, and a user wants to update their submission, will that submission that changed the data be synced to Smartsheets or does Sync only work with new submissions?

If you are speaking of a WebForm created in Smartsheet (and not another form entry like 123 Contact Form, Google Form, AppSheet, or others), then no.
Smartsheet's WebForm is a new row data entry mechansim.
If you need to have users update existing rows, you need to look at Update Requests.
Conditional Notifications are coming (https://www.smartsheet.com/product-roadmap) which may help get your request to the right person automatically, but only time will tell.

Right now Smartsheet Sync only works on newly added submissions to the form and won't update existing entries.
I'll pass this feedback along to the product team for you!
