I just thought about this a little more and what you can do is include a webform in your send request.

 

What you can do is have a webform with a hidden checkbox field that is defaulted to checked, and only shows the attachment box. Tell users that in order to attach a file click on the link and follow the instructions. 

In this way you can make the attachment field required for submission.

As a workaround meanwhile could be to use a third-party service like Zapier or similar.
