Some recipients may not get notified

Hi,

I am a licensed user in an enterprise plan. While creating automated reminders in a sheet owned by me, there is an warning message shows that some recipients may not get notified. I have set the permission to Limited and added all the task owners as non-licensed users. However, the warning is still there even when I am the only person in that contact cell. May I know if this is a default warning no matter who are in the contact cells?

Also, may I know is there any way can check if the contacts in the cells are already non-licensed users or not? Thank you!

As far as I know, it's a default message to make sure the permissions are correct.

This is odd to me as sometimes I see the message and other times I do not. It is very confusing to have this message as a default. I would expect to see it either all the time or when there is an issue.
