% Complete vs % Target

Can anyone share the formula(s) on how smartsheets calculates the [% Complete] when dependencies are turned on? I would like to use the modified version of the formula to create a [% Target] column.

I have searched Google and many website, including smartsheets, looking for the formula and I have found nothing that works correctly.

In MS Project this takes just a few formulas and extra columns and you have a Target percentage that rolls up the same as the % Complete column . See the image below.
