Won't allow user to send email with attachments

Hello,

I have a user who is trying to send attachments through the attachment section. When they send it, they receive a notification at the top that says email sent, but the email never arrives. I tested this myself and it worked fine. Is this something nonlicensed users are unable to do? I even tried making them an admin but that didn't help.

I looked through this and don't believe it applies to my situation, since I was able to perform the task but she wasn't able to. Also when I did it she did receive the email but when she did the same exact thing she didnt. If I missed the part where this mentioned this just let me know and I can take a closer look.
