Create Workflow from Report, Not Sheet

Is it possible to create a workflow to notify someone when a new row has been added to a report? The scenario is that I have a sheet with a form that external users will fill out for technical support. I am creating reports from the master sheet that allow the support team to view only the tickets for their area. I want a notification to be sent to those support team members when a new ticket comes in, but it looks like I can only create the notification workflow from the sheet. The problem with that is the notification email contains a link to the master sheet, not their report.

Does anybody know if you can create a workflow from a report? Or, if there is a way to take the links out of the notification that is sent from a sheet?
