Approval Workflow Not Working

I have an approval workflow that is currently in use. I referenced and copied the workflow exactly but it is not working the same way. I have it set up so that when a cost is entered in, it sends an approval request to a set group of people dependent on the plant that is selected as well as the amount requested.
As I said, this works without a hitch on the sheet I'm referencing, but this one doesn't want to work.
More than happy to share the sheets to get some feedback.
