Contact List is NOT restricted in Report

I'm wondering if someone knows what's going on here! In our main sheet, the contact column (Crew) is restricted to 2 contacts, but in the report that drop down is showing many other contacts. I have the contact column in the main sheet set to "restrict to list values only" (see below), but many others are still showing in the drop down on the report (see below with the asterisks). Those contacts are on other parts of the sheet, but not this column and not even this row. Any ideas? Thanks!

I was testing this behaviour, and was only able to replicate this when attempting to type something into the contact cell where it presented other contacts.
