Manually run a workflow trigger

If I decide to create a workflow trigger (move rows to an archived inventory sheet), can I manually run the trigger? Will the workflow only work when new info is input and not capture the data previously entered before a workflow trigger was created?
Seems to me that workflow triggers to work manually if needed since sheets can continue to change as data changes or ideas come up when trends are seen and workflow ideas happen.

You could add a so-called helper column (Checkbox), and when it's checked, it moves the row(s).
Would that work/help?
