Restrict Editing of Sheet

Hello,

I am working on a project for a colleague and they have a request I have not considered before. I created a sheet and a form to collect data. They would like to restrict editing of each row of data to the person who submitted the form for that row. I know who submitted it because one of the questions is their location, and then through a vlookup formula, I bring in the contact for the person who submitted it. Is it possible to do this? Through Dynamic View or through the new filtering options, I can restrict who sees what data on a dashboard, but I'm not sure about restricting the ability to edit. It's almost like they want the ability to lock the data for some people, but not for everyone. If that wasn't a hard enough request, they would also like for anyone to add comments or attachments, but just not be able to edit the actual data in the row. Is this possible?

This was a reliable option, however we won't be implementing it. The look of DV within a dashboard has hindered its usage at our company. The reports pulled in look much cleaner, so that is what my colleague wants to go with. Thanks.
