New Reports - Can free users filter?

I noticed the new reports layout was launched. I'm excited about it but one thing I was assuming it would allow was the ability for non-licensed users to apply their own filters. Am I wrong?

I don't understand why regular users can apply their own filters to sheets and dynamic view but not to reports? It is a huge limiting factor because that means a free user needs to ask a licensed user to create an entire new report if they just want to filter one field on an existing report
