Is it possible to create a data retrieval form in Smartsheet?
I understand it is possible to perform data entry into a Smartsheet via a form. Is it possible to create a form that will actually retrieve data from the smartsheet and display in the form?
It would require the ability to have a lookup field then deliver a specified cell value from the smartsheet. Any suggestions?

Unfortunately, as far as I know, it's not possible now, but it's an excellent idea!
As a possible workaround, you could use a form to request something and get an alert/update request or show it in a dashboard, for example.
Would one of those options work/help?

Negative, the goal is to allow a user a quick, simple way to look up data through an interface without having to access the smartsheet itself. Sounds like it's not available now

@JoshBauer Its possible to add a column that builds a custom URL fill the form with preexisting data for that row
