Notification emails going to additional wrong people

I have a sheet with conditional check boxes based on  who is selected in a dropdown list. Notifications are set for the relevant person to receive an email when the box is automatically checked. All entries are made by a web form.

 

Problem is that SS is sending the notification to additional people (from the drop down list) aswell as those that are supposed to get the notification email.

 

Have I done something wrong or is there a glitch that Im not aware of?
