Second tile in 1 program v. 2nd program

I work with a corporate division which has 1 blueprint tile in their own Control Center program. A second division in the same corporation shares data with the first division and wants to purchase control center. I understand 2 tiles can be linked, but can 2 separate programs be linked to share data? In other words, is it better for the division 1 to buy a 2nd tile and give access to the 2nd division or for the 2nd division to buy their own program.
