Permissions - Unlicensed Users

I have several unlicensed users in my team. I've created a template in our shared workspace which I'd like my team members to use. If they are an unlicensed user are they allowed to click "use" on the template?

On a similar note, can unlicensed users who are viewers download templates from the Solution Center and edit/use those templates? Or does a licensed user (me) have to download the template for the unlicensed user, and then grant editor permission to the unlicensed user?
