Some of the associates may not have a smartsheet licenses, Can they submit the project request form without smartsheets licenses or accounts?

I tried the URL link and expired as soon the task was done via workflow.

if the answer is yes, what kind of security do I need to do in the background to avoid the access of people outside of the company?

You could add the associates as users, and they don't need to be licensed to submit the form.

Yes, you should be able to add the URL to Sharepoint as well.
