Can you create a bar chart using two variables?

I need to create a bar chart by quarter for Decisions and Advice (see image). I cannot seem to get the bar to show both data points in the same chart. I want to show the quarter as the Horizontal axes and then Decisions and Advice by program. Is that possible?

Have you tried selecting the entire table and then specifying which columns are used in the Widget?
