Can one create a chart from a report that does not YET have data in it?

I am trying to add a chart to a dashboard from a report that pulls from a variety of sheets (project plans). I have found that if there is data in the report I can create a pie chart, and the chart does update as the report updates as well. I have not yet been able to setup a chart against a report that does not yet, but probably will have data in it at some time, it says the report is empty, please choose another report.

Any way to work around that, this is for purposes of different functional areas in our organization, we cannot put "dummy data" in the report to fool Smartsheet into allowing me to add the chart.

No, there currently isn't a way to add a Chart to a Dashboard if the source Report is blank. I would suggest potentially using a different source (e.g. selected cells in a sheet) until the Report has data, when you can change the source.
