Auto Assigning Values In Smartsheet

Hi All!

I'm back with another project for work. This time I am trying to auto assign values to a column. Essentially we have tasks as rows, and one of the columns in the row is percent completed. I would like for the value of percent completed to auto-fill to 0 Whenever a new task is made, and leave it up to the employee to change the percentage as they complete the task. Is there way to make this a function in a report? If not, is there a way to make this a column long formula? Sorry if the question seems basic or stupid, I am very new to Smartsheet. Thank you in advance for any and all help, you are all greatly appreciated!

***Also to be noted: The percent column is a drop down that increments by 10s.
