How to prevent users (Editors) from deleting files though rows are locked?

Dear members,

I have a problem with regards to preventing users (Editors status) from deleting files on a Smartsheet. It is possible to lock rows but that will not prevent Editors to delete files. Is there anyone who can help on that?
