Sort Order Not Correct

The below pictured report is not sorting correctly. I have a sort ascending by "Carrier", but as you can see the first carrier is Am followed by Ac. My Grouping is set-up by "Project Name" Ascending.

Any idea why this is happening? 99% of the data is correct but every so often there is a carrier that is wrong. The only consistency I can find is it typically happens when there is a special character involved in the multi-selection (comma or parentheses), but even this is inconsistent.

I did some testing and it's definitely the comma inside the multi-select dropdown choice that is messing things up. Sure seems like a bug to me.

The issue doesn't happen in single select columns, and it doesn't happen with the multi-select values if I replace the commas with slashes:
