Contact Groups and Contact Lists

I have a situation where I need to frequently add approximately 45 people to a contact list. They are often the same 45 people, but there are occasional variances. I know there is a way for the Smartsheet admin to add contact groups, but is there any way a regular licensed user can do this? Our organization has 5,000 people and only one Smartsheet admin, so getting them to do this for me is next to impossible.
