Filter unable to be updated on Reports

Hello,

I have a report where a user is set as the Admin but they cannot update the filters that are set to include additional conditions. The report is pulled from one sheet where they are set as a Commenter. I tested with someone else who has the same access and they can update the filter. I am sure there is something I am missing. Any suggestions?

In my experience, only licensed users can modify the filters. Could it be one of these two users is a licensed user and the other is not?
