Commenter level user is seeing different line #'s than an editor or admin level user

Can you explain this for me? I'm working with a client with several commenter level users and when they reference specific lines in a sheet (project plan) the line #'s are different than what I see for the activities they're referencing.

    Are you able to provide screenshots for reference? Is it possible that one person is looking at a report and another person is looking at a sheet?

    I can't provide screenshots since it's confidential info.

    It's definitely the same project plan (vs a report) - the difference is it shows as "Comment only" next to the sheet name in the title. The user (free license) has commenter level permission and I have Admin level. There's no filter on that I can see in the screenshot from the user (I wouldn't think that would make a difference in the row #'s).

    Are you able to provide a screenshot with the sensitive data blocked out? Or create a new sheet with sample data put in ("Task A", "Task B", "Task C", etc.)?
