Sharing with Free Collaborators - Sheets vs Templates
From what I have found, if I create a template a free collaboartor cannot use them. Is it just better to share sheets with them instead? I have a set of intake, metric sheets and dashboards others would like to use in their departments, but we do not have an Enterprise account, therefore they are not licensed. If I share these items with them as Editors, could they use them and adjust workflows, and contact lists for their deparment? Please advise...

They should be able to use them as long as they are shared to them.
When you create a copy (whether that be from save as new or using a template) you become the owner. The reason they cannot do either of these is because unlicensed users cannot own items.
