Granting access to workspaces

Who grants access to workspaces/sheets?

Staff A (admin) shared a workspace with Staff B, but the email to allow access to the workspace for Staff B came to me (owner).

Can't Staff A who is admin of the workspace allow them to view it? Why did I only get the email and not anyone who is assigned at Admin status or higher?
