Is there a way to get a list of workspaces and owners? If such a report could also include the date of the last modification in the workspace that would be fabulous, but just the list of workspaces and owners would be an enormous help.

Fancy seeing you here! I don't know that there is an exact method of doing this by workspace, but you can do this by user. If you go to the Admin center and then User Management, you can download a Sheet Access Report on your users and find out what sheets they own.
I know this isn't an encompassing answer for your question, but it should at least give you a start.
