Countif with blank cells

I want to count if the cell of one sheet fits the cell of another sheet. I also want it to fit when both cell values are empty (blank cell) How does it work?
=COUNTIF({Entnahme Bereich 5}; HAS(@cell; (Ansatz@row)))
