Is it possible to have a user complete a portion of a form and then route the same form (with data) to another user? I know the 2nd user can go to the sheet and populate the remaining data; however, I was hoping it could be on the form. Thanks.

Yes! But you have to get creative.

First, create a form with the fields you need completed by the first party.

Second, use automation to create a workflow rule that sends an update request for the remaining fields to the next person. When they click on the update link, it opens an online form that contains the fields you decide it should include.
