Conditional formatting someone changes a cell that has drop down list

I am trying to apply conditionally formatting rule to highlight cell changes. These cells have drop down options to choose from. When the drop down option changes, I need the cell to highlight.

Have you explored using the Highlight Changes feature instead?

If that's not an option, how many dropdown options do you have, and how many times will it/can it change?
