Only show external people in contacts selection when a sheet is shared with them

Our PMO works with a lot of external clients and they have access to appropriate project logs, often via accounts they create themselves.
Our issue is that we do not want clients to see other clients and their emails when they select contacts by typing in their names.
It would be AWESOME to only show users we have shared a sheet with and all of our internal users.
