Can't change task bar colors

My AA left unexpectedly and I took over her role as administrator and owner or the sheets/reports she created. Problem is I can't get the color palette to come up to change the task bar colors no matter what I try.

What am I missing?

Is it all that doesn't work or just the parents?

You can also use conditional formatting to format them.
