Is it possible to have a picture taken within a smartsheet (mobile) form be attached as a pdf instead of a jpg? Whenever i go to attach a picture and take a picture within the form, it gets uploaded as a jpg.

Yes, but you need to take the picture in another app and then save it as a pdf and then attach that pdf in the form.

Why has the functionality of taking a picture OR having the option to upload one not available? We are building a basic bookkeeping system around expense report forms, and this feature could make smartsheet one of the most seamless way to track receipts.

You can take a picture or upload a photo or file. The file can be a pdf.
There are other automation options thru Zapier or similar services if you need.

Currently Triggering recurring workflows are only supported at the top of each hour. For instance 10:00, or 11:00, etc. Would like the ability to set 10:30 or 10:45.
