Is it possible to Share sheets with non Google accounts?
If so, which password do they use to enter?

You can share with any email provider you'd like. The user would add an account and set a password themselves. Another option would be to publish it publicly, and then they won't need to register.

Currently Triggering recurring workflows are only supported at the top of each hour. For instance 10:00, or 11:00, etc. Would like the ability to set 10:30 or 10:45.
