can a person submitting a form save it if they need to come back to it later?

It's possible.
Below is a video with my solution. I didn't record the part where after the web form is submitted the automation would send out the link to the form which would have the last version of the webform so the user can continue with the form exactly where they had left it last time.

Thank you so much for your video. It looks like that may be a workaround potentially. I am a little confused as to how you got the link to the form filled out? And did it automatically populate into the sheet or did you prompt it?

I'm using Smartsheet API & Webhook.
Whenever there is a change in the Smartsheet an update is sent to my server. Based on this a web link is being pushed back to the Smartsheet and it's being emailed back to the person that had filled in the form so they can finish it off.
The whole process is fully automated.

It looks like you found a way to send the URL link which is exactly what I am looking for BUT how do we use Smartsheet API & Webhook. I would love to talk to you further about this as this would be helpful on my part.

Do you know of a way to achieve this but update the first row rather than creating a new one each time?

This may be a helpful workaround for me as well! However, I am unsure how to autogenerate the URL to form link as you have in this video. Could you provide more insight into your process?
