Problem with CCing a non-signer in Docusign

Does a non-signer need to have a role mapped somewhere?

In the "Add Recipients" section of Docusign it works fine if I require a signature from our side and then the customer side but once I add a third recipient as a non-signer to be CCed I get an error when trying to generate the document.

On the Docusign site does the person you're specifying in the CC field need to have a Docusign account for that to work?

Double-check that the role is assigned in Document Builder. Even if it's a cc, I think the role has to be assigned in DB.
