Changes in Update Request Format is undesirable

Opening the “open request” to see all the fields is “ok” (less than desirable), but they need to allow the “open request” to be clicked and opened unlimited times until a “submit” button is clicked. What I have noticed is that in the current state you can only click the “open request” one time.

We are missing information that is built in the workflow, but not visible when open request.
