Automated email not working

Hello!

I'm know that this is going to end up being something easy but I can't see to make this work. I have a sheet that tallies ratings and gives a % of that rating towards the target. The column is setup as a text/number and has the number as a %.

Once a week, I'd like an email to go out that lists any of the different tasks in which our overall rating is below 70%. I've tried everything...and no emails:

Ignore the that description says under 60% and that it's currently set to running once on the current date - I've been making minor changes to the Conditions to see if I can trigger the email each hour.

Any ideas?

Below this, have you added another step to "alert someone?" If not, click the plus sign and add the next step to "Alert Someone." Select from a cell or designate a contact. Customize message. Add a duplicate step and cc yourself if you want to track it. Select message only or link to sheet.
