More user configurable settings in Resource Management

When working with a global organisation, there is a need for users to customise their personal settings within Resource Management. For example, switching between mm/dd/yyyy and dd/mm/yyyy; changing the start day of a week between Sunday and Monday; specifying user specific NAtional Holidays rather than only being able to set it at an account level; specifying number of hours in a work day.

Currently, we have to implement additional sheets to allow for this configuration, but it would simplify things a lot if this was able to be configures per user within RM.
