Are Admins the only ones who can create new sheet from Template?

We would like to have one of our Editors have the ability to create new sheets from a template in the workspace they're shared to. However, it appears that only admins have that ability. This seems unsafe for workspaces that have a lot of customization that could be modified by a user that really only needs Editor permission level.

Am I correct in seeing that Editors cannot create sheets in the workspace from templates?

Yes! The user has to be an Admin and have a license to create a sheet from a Template in a Workspace.

Just tested again. User is licensed and was set as Editor but could not create a new sheet from a template and save in the same workspace. This same test was successful when user was set as admin.
