Request Snapshot in Activity Log

We have a sheet where another sheet's rows were inadvertently moved from using an Automation. And now to compound that error, all the rows in the new sheet were deleted by the user in a moment of confusion. While it is not the biggest issue in the world, I requested a Snapshot of all the row added originally, in the activity log, and the Excel file came back empty, with only the headers. Does the snapshot not give me the snapshot at the time just before the deletion just after the addition, or does it only give me the snapshot after the deletion in essentially its current state.
