Error message to upgrade plan
We have a Business Plan with a mix of licensed and unlicensed users. Today we got the error below not sure why this is happening now.

That particular message makes it seem as if you are on a Pro Plan. You may want to reach out to a System Admin or your Smartsheet Rep to confirm.

Verified account is Business and nowhere near are file storage cap.
It is a first time error also.
I am a licensed user and tried sharing the sheet. My error said "this sheet can't be shared at this time."

In that case I would definitely recommend reaching out to your Smartsheet Rep as it sounds like there is an issue with the account itself.
