Where are your new users located? Occasionally, we receive reports that Smartsheet has not been accessible from certain IP addresses in China. Our Support team can expand on this if you need more information.
To help your users log in, I have heard that using an alternate network or VPN may allow them sign in if they're being blocked by the Captcha block.
