Can you lock columns properties but allow cells are editable

I'm making something for internal customers. I want them to be able to change the cell values in the column, but not the column title and properties. Is this possible?

If not, does anyone have an idea for a work around?

You would just need to set their sharing permissions as editor. Editors should not be able to change column properties.
