Notification When Forms NOT Completed

I'm trying to set up a notification that goes to a manager each Monday morning informing him which technicians have not completed a vehicle inspection report the previous week.

The link to the form is emailed to each technician Monday morning (eg April 15). They open the form, select their vehicle number from a dropdown list and complete the list of questions. How do I set up a notification (produced the following Monday, eg. April 22) that will look at the submissions from the previous week and produce a list of vehicle numbers that have NOT completed the form the between April 15 and April 21?
