My Sumif isnt differs from my summary total. I ultimately need the open balance amount for jobs that are between 31 and 60 days. Its puzzling since the amount was correct when I use it on the 61 to 90 day range

You need to adjust your less than/greater thans to include OR EQUAL TO. In your screenshot above, you have 2 values that are 31 days aging, but your formula is only summing values GREATER THAN 31 (>31), just update to include greater than or equal to 31 (>=31) and you should be good. May want to do the same with <= 60 as well.
