Filtering Resource Manager to exclude 0 incurred hours

We only want to view RM hour records with incurred hours >0, however, are unable to filter 0 hours out. This causes confusion in exception reports that show records with 0 hours that might meet all other criteria but are irrelevant as there aren't hours tied to it. It also increases the Advanced Report sizes when getting stored in SS where if we can filter 0 out, we won't be as close to hitting size limits.
